It is alleged that the incident took place after a police officer beat up three other youths in a charge office.
One of them survived with a variety of fractures. The youths are accused of stealing a man's chicken in Bauchi.
Human rights groups such as Human Rights Watch, Amnesty International and other local groups have repeatedly accused Nigerian security forces of human rights abuses, including extrajudicial killings and torture.
The state police said it had set up a committee to investigate the torture and killing of the youths by the police officer.
Abdulwahab Bello, the only youth to have survived the alleged torture by a police officer. Two of his friends were killed in a shootout allegedly committed by a senior police officer at the charging office.
Abdulwahab said he was a builder, but when two of his friends came with seven chickens, he accompanied them to the market and sold them, but it was later said that the chickens were allegedly stolen.
